All new or changed applications need to follow the Federal Section 508 standards for accessibility. These standards were refreshed in January 2018 and now conform with WCAG 2.0 level II standards. Here is a list of WCAG 2.0 Guidelines and Techniques.
TEA requires a report of accessibility from a third-party vendor prior to the site going live. This report can be made using the VPAT form.

- There are some good automated testing tools such as the wave tool: https://wave.webaim.org/, Automated tools are good for big picture issues but the site still needs to be tested by hand using just the keyboard. The site also needs to be reviewed with a screen reader such as JAWS http://www.freedomscientific.com/Products/Blindness/JAWS
