AEA Registration
2023 alternative education accountability (AEA) registration opens Monday, March 27, 2023, in Texas Education Agency Login (TEAL) Accountability and will close April 7, 2023. Please note that the AEA registration criteria has remained the same as 2022. AEA provisions apply to and are appropriate for
-
campuses that offer nontraditional programs, rather than programs within a traditional campus;
-
campuses that meet the at-risk enrollment criterion;
-
campuses that meet the grades 6–12 enrollment criterion;
-
open-enrollment charter schools that operate only AECs; and
-
open-enrollment charter schools that meet the AEC enrollment criterion.
In order for a campus to be identified for AEA in 2023, it must
-
meet either the current-year or prior-year TSDS PEIMS 75 percent at-risk criterion;
-
have at least 90 percent of students enrolled in grades 6–12, as verified through 2022-2023 PEIMS fall enrollment data;
-
be identified as offering alternative instruction in AskTED; and
-
provide education services targeted to dropout prevention and recovery of students with enrollment consisting of at least 60 percent of the students 16 years of age or older as of September 1, 2022.
Campuses that meet these criteria have been preregistered as dropout recovery schools (DRS).
If a campus within your district is on the preregistered list as a DRS, and you wish to keep it registered for AEA, no action is required. Districts may choose to remove a campus from preregistered list by submitting an AEA rescission form via TEAL Accountability.

Assessment Scoring and Reporting
SPRING 2023 STAAR ADMINISTRATIONThe Texas Education Agency has put together two new webpages that host specific resources about the redesigned State of Texas Assessments of Academic Readiness (STAAR®). The
STAAR Redesign Resources for Districts webpage has resources and assets to help districts keep their staff informed about the STAAR redesign.
The STAAR Redesign Resources for Parents webpage includes curated information about STAAR developed especially for parents. This new webpage hosts flyers, short videos, and FAQs to assist districts in communicating important information about STAAR to parents. Both webpages include an updated version of the What Families Should Know About STAAR one-page document.
Test attributes set in the Texas Information Distribution Engine (TIDE) do not reset between administrations. If a student, who took STAAR in December, requires changes to test attributes before the spring STAAR administration, the changes must be made manually in TIDE. For more information about changing test attributes, refer to the How to Add and Enter Test Settings in TIDE training video.Beginning on March 27, 2023, district testing personnel may create test sessions for the spring administration of STAAR in the test administrator interface of the Test Delivery System (TDS). District personnel now have the option to search for upcoming unproctored sessions using the new
Scheduled Sessions button on the Test Session Status Report page. For more information on how to create test sessions, refer to the Test Delivery System (TDS) User Guide.An updated version of the STAAR 3–8 Reporting Student Data File Format has been posted to the Technology Resources
webpage. This update includes changes to the Item Totals and Points Possible for STAAR grade 7 reading language arts.
2023 TELPAS AND TELPAS ALTERNATE ADMINISTRATIONS

Completing Administrations
District testing personnel must complete the administrations of the Texas English Language Proficiency Assessment System (TELPAS) and TELPAS Alternate by 11:59 p.m. (CT) March 31, 2023.
If district personnel do not enter and submit holistic ratings and student responses by this date, the tests will not be scored or reported. It is highly recommended that districts reserve the last 2–3 days of these testing windows for entering and submitting the following information.

Holistic ratings for TELPAS kindergarten and grade 1 must be uploaded in TIDE.

Ratings for special holistic administrations of TELPAS grades 2–12 listening, speaking, and writing must be uploaded in TIDE.

Student responses for special paper administrations of TELPAS grades 2–12 reading must be entered and submitted in the Data Entry Interface (DEI).

Holistic ratings for TELPAS Alternate must be entered and submitted in DEI.

Reporting
Districts must ensure all score codes and student information for the TELPAS and TELPAS Alternate administrations are entered in TIDE by March 31
. This includes student demographics, program enrollment, years in U.S. schools, and designated supports. If district testing personnel make changes to the information after this date, those changes will not be included in accountability reports.

Printed Report Cards and Confidential Student Labels
Districts will not receive printed copies of TELPAS or TELPAS Alternate report cards unless they opt in to receiving paper copies by March 31, 2023. Districts will receive confidential student labels unless they opt out of receiving labels by March 31. Districts may opt out of receiving confidential student labels in the Score Reporting and Labels Requests module in TIDE.
TEXAS THROUGH-YEAR ASSESSMENT PILOT OPPORTUNITY 3
Beginning today, March 20, 2023, campuses and districts participating in the Texas Through-year Assessment Pilot (TTAP) may create test sessions for opportunity 3 in the test administrator interface of TDS. Opportunity 3 of TTAP opens on April 3. For more information on how to create test sessions, refer to the TDS User Guide.
TEXAS FORMATIVE ASSESSMENT RESOURCE
Texas Formative Assessment Resource (TFAR) now supports the creation of items in Spanish and allows users to translate draft English items to Spanish. When using the embedded translation feature, users should employ best practices for quality control and review translations to ensure accuracy.
